ORDINANCE - 2ND READING - PUBLIC HEARING
REVISED MUNICIPAL CODE OF THE BOROUGH OF SPOTSWOOD: CHAPTER 120: LAND USE AND DEVELOPMENT ORDINANCE.
Proposed changes include addition of a new Main Street, Rehabilitation Zone, increases in permitted building coverage in residential zones and revisions to the parking, landscaping and lighting ordinances. Changes are proposed to residential pool, fence, deck and driveway requirements. A Tree Removal and Replacement Ordinance is proposed. The Residential-Office District is proposed to be eliminated. Shipping containers, billboards, heavy industrial uses and sexual-oriented business will be prohibited throughout the Borough. Revisions are also proposed for the Official Zoning Map to create a Main Street Rehabilitation Zone and realignment of Neighborhood Commercial Zone District boundaries.

2014-3 Tax Collector empowered to allow a 33 day grace period from billing date on all utility bills.
2014-4 Municipality designate two publications to be the "Official Newspapers" for the Borough - Home News Tribune and Sentinel.
2014-5 Borough Treasurer to make investments of public funds of the Borough of Spotswood.
2014-6 Tax Collector authorized to assess an additional 6% penalty to any taxpayer with a delinquency of all taxes, water/sewer and municipal charges due in excess of $10,000.
2014-7 Tax Collector empowered to allow 10 day grace period for payment of municipal taxes and assessments.
2014-8 Borough Council appoint Margaret Drozd a member of the HCD committee for 2014.
2014-9 Mayor Poliseno authorized to sign any and all permits and applications with the NJDEP.
2014-10 Borough Council ratify the appointment of Erin A. Shamy as Municipal Prosecutor for the year of 2014 for a compensation of $12,120 yearly.
2014-11 Borough Council ratify the appointment of Frederick D. Roselli of the firm of Roselli and Roselli for Public Defender for the year of 2014 for a compensation of $2,400 yearly.
2014-12 Appoint David Lonski, Esq., attorney to handle commercial tax appeals within the Borough for the year 2014 for a fee not to exceed $5,000.00.
2014-13 Borough Council authorize the Mayor to execute all instruments regarding the instituting of a Risk Management-Property Casualty Service within the Middlesex County Municipal Joint Insurance Policy for the year of 2014.
2014-14 Reappoint a conflict Public Defender, Peter J. Hendricks, Esq. for year 2014 for a fee not to exceed $500.00.
2014-15 Authorizing the award of a Fair and Open Contract with advise and consent for Municipal Auditor, Gerard Stankiewicz of Samuel Klein & Co. for the year 2014.
2014-16 Authorizing the award and advise and consent for Bond Counsel, John Hudak, Esq. for the year 2014.
2014-17 Appoint Patrolman Kevin Palmer as Emergency Management Coordinator for the unexpired term ending September 9, 2014.
2014-18 Authorizing the Temporary Chief Financial Officer to pay certain vouchers when required during 2014.
