ORDINANCE NO. 2016-1
AN ORDINANCE OF THE BOROUGH OF SPOTSWOOD, COUNTY OF MIDDLESEX, STATE OF NEW JERSEY, AMENDING THE CODE OF THE BOROUGH OF SPOTSWOOD, DELETING SECTION 2-65 OF CHAPTER 2, ARTICLE X, DEPARTMENT OF PUBLIC SAFETY, MUNICIPAL AMBULANCE DIVISION AND SECTION 91-26 OF CHAPTER 91, ARTICLE VII, EMS MUNICIPAL AMBULANCE DIVISION THIRD PARTY PAYMENT PLAN AND ABOLISHING THE EMERGENCY MEDICAL SERVICES DEPARTMENT OF THE BOROUGH OF SPOTSWOOD.

BOND ORDINANCE NO. 2016-2
BOND ORDINANCE AMENDING IN PART BOND ORDINANCE NO. 2014-12 ADOPTED ON NOVEMBER 10, 2014, AS AMENDED BY BOND ORDINANCE NO. 2015-04 ADOPTED ON MAY 4, 2015, PROVIDING FOR WATER-SEWER UTILITY IMPROVEMENTS IN THE BOROUGH OF SPOTSWOOD, IN ORDER TO INCREASE THE APPROPRIATION THEREFOR BY $100,000 FOR A TOTAL APPROPRIATION OF $1,195,000, AND TO INCREASE THE ALLOCATION OF THE APPROPRIATION TO COSTS PERMITTED UNDER N.J.S.A. 40A:2-20, AUTHORIZED IN AND BY THE BOROUGH OF SPOTSWOOD, IN THE COUNTY OF MIDDLESEX, NEW JERSEY.

2016-1    2015 Temporary Budget

2016-2    Appoint Council President

2016-3    Tax Collector empowered to allow a 33 day grace period from billing date on all utility bills and authorized to charge 8% per annum interest up to $1,500 and 18% per annum over $1,500 on all delinquent utility bills.

2016-4    Borough Council designate the Home News Tribune, a daily publication circulated in the Municipality and the Sentinel, a weekly publication be designated as the Official Newspapers for the Borough of Spotswood.

2016-5    Borough Council authorize the Treasurer to make such investments of public funds of the Borough of Spotswood on hand and not needed temporarily in any insured Association or Federal Association, in such Principle Office or Branch Office up to the amount for which such accounts are insured.

2016-6    Borough Council to fix a penalty to be charged to a taxpayer with a delinquency in excess of $10,000, of all taxes, water/sewer and municipal charges, who fails to pay the delinquency prior to the end of the calendar year.  The penalty so fixed shall not exceed 6% of the amount of the delinquency.

2016-7   Tax Collector is empowered to allow 10 day grace period for payment of municipal taxes and assessments without imposition of any interest charges.  In the event the taxes and assessments are not paid on due dates and within the grace period and become delinquent, the Collector is authorized to charge 8% per annum interest up to $1,500 and 18% per annum over $1500.

2016-8    Councilwoman Margaret Drozd is hereby appointed a member of the Housing and Community Development Committee for the year 2016.

2016-9    Mayor Poliseno is hereby authorized to sign any and all permits and applications with the State of New Jersey Department of Environmental Protection.

2016-10    Borough Council ratify the appointment of Aravind Aithal, Esq. as Municipal Prosecutor for the Borough of Spotswood as appointed by Mayor Poliseno. Effective January 1, 2016 thru December 31, 2016.

2016-11    Borough Council ratify the appointment of Frederick D. Roselli as Municipal Public Defender for the Borough of Spotswood as appointed by Mayor Poliseno.  Effective January 1, 2016 thru December 31, 2016.

2016-12    Borough Council give advice and consent to enable David Samuel to serve as Borough Engineer at the terms of compensation set forth in a contract and that the Mayor be authorized to execute said contract with David Samuel of CME Associates Inc.

2016-13    Mayor and Borough Council ratify the appointment of Patrick Deignan, Jr. as Borough Attorney and authorize the appropriate officials to execute a contract with Mr. Diegnan.

2016-14    There exists a need for an alternate Public Defender to defend cases, qualified for a Public Defender, before the Borough of Spotswood Municipal Court due to conflict of interest with the Borough's Public Defender.

2016-15    Borough Council authorize an award of a Fair and Open Contract with Gerard Stankiewicz, CPA, RMA of Samuel Klein and Company for the purpose of municipal auditing services and the appropriate officials execute a contract with Gerard Stankiewicz for a period of one year commencing January 1, 2016 thru December 31, 2016.

2016-16    Borough of Spotswood has a need to acquire the services of attorney for services rendered in connection with the issuance of bonds.  A proposal for Bond Council was received from Dillwortrh Paxon LLP and advice and consent of the Borough Council is hereby given and authorize the appropriate officials to execute the appropriate contract.

2016-17    Borough Council give advice and consent as to enable Alan DeLieto and Chris Hager to serve as Deputy Emergency Management Coordinators as appointed by Mayor Poliseno for a one year period commencing January 1, 2016 thru December 31, 2016.

2016-18    Borough Council authorize the Chief Financial Officer to pay certain vouchers when required.

2016-19    Borough Council authorize the Tax Collector to set and hold an annual tax sale.

2016-20    Mayor and Council authorize the Borough Administrator to enter into a contract with Dominick S. Cinelli of Brown & Brown Metro, Inc. For the services of Risk Management.

2016-21     Dawn McDonald be designated as the Borough of Spotswood's Public Agency Compliance Officer for the year 2015.

2015-22    3rd Party Redemption of Tax Certificate #15-00011 for property known as block 104, lot 2C1006 in the amount of $4,597.91.

2015-23    Utility Collector authorized to refund the amount of $16.50 to utility customer #30002677-0.

2015-24    Payment of Bills
