ORDINANCE 2008-08

CALENDAR YEAR 2008  ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK  (N.J.S.A. 40A: 4-45.14)        

RESOLUTIONS - UNDER CONSENT AGENDA 

Copies of the resolutions under consent agenda are available for perusal only on the table.  Anyone desiring a copy may contact the Clerk after the meeting.

2008-46        Renewal of agreement with Dynamic Claims Management, Inc. and the Borough of Spotswood as a claims collector and administrator for the borough's ambulance transportation and related payment programs for the year 2008.

2008-47        Borough Council authorize the Tax Collector to reimburse Spotswood Reformed Church Senior Citizen Housing for overpayment of $6789.30 due to incorrect usage meter read.

2008-48        Borough Council authorize the Tax Collector to reimburse Merrill and Marian Fogg for overpayment of $405.88 due to incorrect usage meter read.

2008-49        Borough Council authorize the firm of James Nolan, Esq. to represent the Borough in regards to 2008 Commercial Tax Appeal proceedings.

2008-50        Borough Council authorize the Mayor and Borough Clerk to execute the Purchase and Sale Agreement  and all documents required, including a Conservation Restriction Agreement in order that closing of title to premises known as Block 46, Lot 5 and Block 48, Lot 1 may be transferred.

2008-51        Borough Council waives all required application and escrow fees for the application of Zigga Hones, Inc. before the Spotswood Planning Board seeking final subdivision approval for property known as Block 46, Lot 5 and Block 48, Lot 1.

2008-52        Borough Clerk was authorized & directed to advertise for the receipt of sealed bids for custodial maintenance services for the Municipal Building and the proper officers of the Borough be authorized and directed to execute all instruments necessary to complete heretofore transaction with Advance Building Maintenance Company for said purpose.

2008-53        Mayor and Business Administrator authorized to sign an application to apply and obtain a Smart Future 2008 Grant  from Middlesex County for the purpose of a shared community vision for the future development and redevelopment of the Borough.

2008-54        Mayor and Borough Council declare that the gypsy moth is declared to be a public nuisance and the protection of vegetation or plant life is deemed to be a subject matter of the public welfare and that all measures deemed necessary in compliance with the State of New Jersey Department of Agriculture recommendations is hereby authorized to suppress the forest and shade tree pest.

2008-55        Borough of Spotswood is amending resolution 2008-31 adopted on February 11, 2008 for the use of HCD Block Grant Funds due to the Committee proposed reducing public service accounts by 13% and moving that money into capital projects and increasing the Safe Housing Program by that amount.

2008-56        Borough Council authorize the Borough Clerk to issue renewal licenses for AAA Brunswick Taxicab Service for owner and taxicab drivers for the year 2008.

2008-57        Borough Council authorize Mayor and Borough Clerk to sign amended Information & Assistance Services contract between the County of Middlesex and the Borough.

2008-58        Borough Council authorize Mayor and Borough Clerk to sign amended Residential Maintenance Services contract between the County of Middlesex and the Borough.

2008-59        Borough Council authorize the appropriate officials forward a copy of this resolution to the County of Middlesex requesting that the agreement to improve the intersection of DeVoe, Vliet and Main Streets be done in two phases set forth in resolution 2008-59.

2008-60        Borough Council authorize the Borough Engineer to prepare and submit an application for a safe routes to schools grant for the chosen improvements.

2008-61        State contract items

2008-62         Budget resolution for the Introduction of the 2008 Municipal Budget.  A public hearing on the budget will be held at the Spotswood Municipal Building on May 19, 2008 at 7:30 PM at which time and place objections to said budget and tax resolution for the year 2008 may be presented by taxpayers or other interested persons and said public hearing may be adjourned from time to time until the hearing is closed.

2008-63        Payment of Bills

2008-64        Appropriate officials are authorized to execute documents to purchase Vehicle Exhaust Vent System through State Contract for the Spotswood Firehouse.

2008-65        Appropriate officials are authorized to execute documents to lease a Voice Logger through State Contract for the Spotswood Police Department.
 
PROCLAMATION - Lifesaving proclamations to Patrolman Fedak, and Hoover and DPW Employee Keith Foiles  (proclamations will be given to council at the meeting)
