NOTICE

This Special Meeting was called pursuant to the provisions of the Open Public Meetings Law. Notice of this meeting was sent to the Home News Tribune on July 2, 2007. In addition, copies of notice were posted on the bulletin board in the Municipal Building and filed in the office of the Municipal Clerk on aforementioned date. Notice on the bulletin board has remained continuously posted.

Proper notice having been given, the Municipal Clerk is directed to include this statement in the minutes of this meeting.

Minutes of this meeting should also reflect the purpose for which the meeting was called.

ORDINANCE - 2nd READING - PUBLIC HEARING ORDINANCE 10-2007

BOND ORDINANCE PROVIDING FOR ROAD IMPROVEMENTS IN THE BOROUGH OF SPOTSWOOD, APPROPRIATING $1,400,000 THEREFORE AND AUTHORIZING THE ISSUANCE OF $826,500 OF BONDS AND NOTES OF THE BOROUGH FOR FINANCING PART OF THE COST FOR THE IMPROVEMENTS AUTHORIZED TO BE UNDERTAKEN IN AND BY THE BOROUGH OF SPOTSWOOD, IN THE COUNTY OF MIDDLESEX, NEW JERSEY.

RESOLUTIONS - UNDER CONSENT AGENDA

Copies of the resolutions under consent agenda are available for perusal only on the table. Anyone desiring a copy may contact the Clerk after the meeting.

2007-95 Council President is hereby authorized to appoint whatever special committees he/she deems necessary for the effective administrative and legislative functions of government of the Borough of Spotswood.

2007-96 Borough Council authorize the CFO to refund Recreation Registration of $40.00, this refund is due to a conflict and the child is unable to attend the program.

2007-97 Borough Council reappoints Frank Slomko, Jr. to the Zoning Board of Adjustments as Alternate number one for a term ending 6/13/09.

2007-98 Borough Treasurer is herby authorized and directed to make investments of public funds of the Borough of Spotswood on hand and not needed temporarily in any insured Association or Federal Association, pursuant to N.J.S.A. 40A:5-7 and 5-7.3.

2007-99 Tax Collector authorized to assess an additional 6% penalty to any taxpayer with a delinquency of all taxes, water/sewer and municipal charges due in the excess of $10,000 dollars who fails to pay the delinquency prior to the end of the calendar year.

2007-100 Tax Collector is empowered to allow ten day grace period for payment of municipal taxes and assessments without imposition of any interest charges and is hereby authorized to charge 8% per annum interest up to $1,500 and 18% per annum over $1,500.

2007-101 Tax Collector is empowered to allow a 33-day grace period for billing date on all utility bills and is hereby authorized to charge 8% per annum interest up to $1,500 and 18% per annum over $1,500 on all delinquent utility bills.

2007-102 Borough Council authorize Mayor Barry H. Zagnit to sign any and all permits and applications with the State of New Jersey DEP.

2007-103 Professional Service Agreement Authorizing CME to prepare bids, specs for various road, water and drainage improvements to Madie and Wyoming Ave and/or cross streets.

2007-104 Borough Council authorize appropriate officials to sign Sullivan Agreement regarding certain artwork regarding current borough seal.

2007-105 Borough Council authorize Mayor Zagnit to sign the Drug Alliance 2008 application.

2007-106 Borough Council authorize the release of performance bond for Parkside Estates, Section 1 waiving requirement for maintenance bond in light of the length of time that the bonded improvements have been in place, all required work has been completed with an exception, per CME Associates.

2007-107 Borough Council authorize the release of performance bond for Parkside Estates, Section II waiving requirements for maintenance bond in light of length of time that bonded improvements have been in place, all required improvements have been satisfactorily completed.
