ORDINANCE 2014-07
ORDINANCE AMENDING CHAPTER 151, PEDDLING AND SOLICITING, ARTICLE I SOLICITORS AND CANVASSERS BY DELETING CHAPTER 151-4 AND ADDING NEW SECTION 151-4 AND AMENDING CHAPTER 151-5 BY  ADDING (B) TO THIS CHAPTER  OF THE GENERAL ORDINANCES OF THE BOROUGH OF SPOTSWOOD, COUNTY OF MIDDLESEX, STATE OF NEW JERSEY TO PROHIBIT SOLICITING, SELLING, HAWKING, PEDDLING AND CANVASSING WITHIN ANY ROADWAY.   
   
RESOLUTIONS - UNDER CONSENT AGENDA

2014-122    Borough Council authorize the Temporary CFO to refund $2,477.66 to Corelogic for tax overpayment for property known as Block 85.15, Lot 6.

2014-123    Borough Council authorize the Temporary CFO to make pay estimate #3 to Dewcon, Inc. for the 2014 Water Main Cleaning and Cement Lining Project in the amount of $301,845.23.

2014-124     Borough Council authorize the refund of Arts and Craft program fee in the amount of $45.00 so that the child can attend the swimming program.

2014-125    Finance Officer of Utility Revenue is hereby authorized to make adjustments  to certain consumers accounts for refunds and/or credits per  resolution 2014-125.

2014-126    CFO authorized to release cash bond to Church of Immaculate Conception as the Public Health Department has inspected and approved the location where the carnival had taken place, stating it is in satisfactory condition.

2014-127    Borough Council authorize the appropriate officials to renew the IT Interlocal with the Spotswood Board of Education per specifications in agreement.

2014-128    Chapter 159 insertion of any special item of revenue in the 2014  budget after adoption of the budget.

2014-129    Refund of redemption monies for tax sale certificate #13-00001 for property known as block 10.2 lot 49.

2014-130    Authorize the extended grace period for the third quarter real estate taxes from August 10, 2014 to August 22, 1014 due to the delay in the certification of the 2014 tax rate.

2014-131    Amend 2014 salary resolution as one position was not put on resolution 2014-104 adopted on June 2, 2014 council meeting.

2014-132    Borough Council authorize the release of performance bond for property located on Kensington Ave, owned by Joseph Citro, Sr. deceased, with stipulations.

2014-133    Borough Council authorize the Temporary CFO to make pay estimate #3 to DPR Electric, Inc. for the Public Works Building Solar Electric Panel Installation Project in the amount of $10,258.20.

2014-134    Borough Council authorize the Business Administrator to submit the thirty (30) days written notice to White Water, Inc. terminating the service agreement for contract maintenance effective September 1, 2014.

2014-135    Resolution for requesting change in title, text, or amount of appropriation  for Borough's water-sewer utility operating fund 2014 due to the contracted services for July 1, 2014 through December 31, 2014 are no longer required and must be reclassified to the salary and wage and social security line items.

2014-136    Borough Council hereby confirms the appointment of Frederick Walter to the position of full-time Utility Manager for the Water-Sewer Utility Department and approves the appropriation of funds by the CFO to provide sufficient money to cover the annual salary of $70,000.00, pro-rated for 2014, for this position.

2014-137    Borough Council hereby confirms the appointment of Dennis Jones to the position of full-time Utility Operator for the Water-Sewer Utility Department and approves the appropriation of funds by the CFO to provide sufficient money to cover the annual salary of $50,990.00, pro-rated for 2014, for this position.

2014-138    Recommendation of CME Associates and Business Administrator McDonald that bids received and opened on July 3, 2014 for the project known as DPW Yard Improvements and it was found that KDP Developers, Inc. was found to be the apparent low bidder of $181,240.00, however this bid exceeds the funds available for this project and it is requested to be rejected and re-bid at a later date.
