ORDINANCE 2014-011
ORDINANCE AMENDING CHAPTER 98 OF THE BOROUGH OF SPOTSWOOD ENTITLED "FIRE PREVENTION" BY ADDING SECTION 98-13 "OPEN BURNING".

BOND ORDINANCE PROVIDING FOR WATER-SEWER UTILITY IMPROVEMENTS IN THE BOROUGH OF SPOTSWOOD, APPROPRIATING $830,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $515,000 BONDS AND NOTES OF THE BOROUGH FOR FINANCING PART OF THE COST FOR THE IMPROVEMENTS AUTHORIZED TO BE UNDERTAKEN IN AND BY THE BOROUGH OF SPOTSWOOD, IN THE COUNTY OF MIDDLESEX, NEW JERSEY.

ORDINANCE 2014-013
BOND ORDINANCE CANCELING APPROPRIATIONS IN THE AMOUNT OF $100,000 FROM PREVIOUSLY ADOPTED BOND ORDINANCES AND DETERMINING THAT SAID APPROPRIATIONS, INCLUDING BOND PROCEEDS, ARE NO LONGER NEEDED FOR THE PURPOSES SET FORTH IN THE ORDINANCE AND TRANSFERRING SAID AMOUNT TO THE DCAPITAL SURPLUS FUND AND APPROPRIATING $100,000 FROM THE CAPITAL SURPLUS FUND OF THE BOROUGH FOR THE COST FOR THE IMPROVEMENTS HEREIN AUTHORIZED TO BE UNDERTAKEN IN AND BY THE BOROUGH OF SPOTSWOOD, IN THE COUNTY OF MIDDLESEX, NEW JERSEY.

2014-185    Payment of Bills.

2014-186    Borough Council certifies that they have reviewed and discussed Best Practices Inventory checklist at a public meeting held on October 20, 2014.

2014-187    Borough Council authorized the Business Administrator to prepare public bid specifications for 3rd Party Billing Services for EMS and Municipal Clerk authorized to advertise for bids.

2014-188    Borough Council authorized the Business Administrator to prepare public bid specifications and contract documents for 2015 Public Works Functions and Utility Maintenance Contract and Municipal Clerk authorized to advertise for bids.

2014-189    Borough Council authorized the rejection of bids for DPW Yard Improvements as the lowest responsible bidder was KDP Developers, Inc. as their bid was found to be as the amount of the lowest bid exceeds the funds available to complete the project as certified by the CFO.

2014-190    Recreation Commission wish to give a donation to the Spotswood High School Track and Field Program from the profits made from the 5K race which was held by Recreation on September 13, 2014 in the amount of $2,100.00.

2014-191    Resolution requesting release of bond for Immaculate Conception Church for holding the St. Francis Assisi Festival as property was inspected by the Health Department and found no violations to the Public Health Nuisance Code.

2014-192    Borough Council support the Middlesex County Board of Chosen Freeholders in its wise and forward thinking efforts to provide an alternate source of funding to help support and promote the Cultural Arts in Middlesex County & strongly urge all of the County's municipalities, organizations and voters to support the noble effort at preserving and promoting the County's heritage and history and improving the quality of life for all of our residents, especially our young people, by supporting the Ballot Proposition.

2014-193    Resolution recognizing the month of October as National Breast Cancer Awareness Month.

2014-194    Borough Council Ratify the signing of the Fifth Addendum of Rent Control with Clearwater Village LLC and authorize the Mayor and Borough Clerk to execute said addendum for the purpose of Clearwater Village LLC to designate on the rental bill "additional rent" for Cable provided from Comcast.

2014-195    Submission of a strategic plan for Spotswood Municipal Alliance grant for fiscal year 2014/2015.

2014-196    Change Order #1 for Oswald Enterprises recommended by CME and B.A. for additional work on project known as Cleaning and Closed Circuit Television Inspection of Sanitary Sewer Mains in the Borough.

2014-197    Professional Service contract with CME Associates to prepare Professional Engineering Services for improvements to Madie Avenue phase I, for an amount not to exceed $76,760.00.

2014-198    Borough Council authorize the appropriate officials to accept History Grant and to execute contract.

2014-199     Mayor and Borough Clerk authorized to submit an electronic grant application identified as MA-2015-Improvements to Madie Avenue - Phase-00435 to the NJDOT on behalf of the Borough.

2014-200    Borough Council authorized the Finance Officer of Utility Revenue make adjustments to certain utility consumers.
