PUBLIC HEARING – RENEWAL OF CLEARWATER VILLAGE MOBILE HOME LICENSE - DECEMBER 7, 2010

This Public Hearing is for the renewal of the 2010 License to operate the Clearwater Village Mobile Home Park.

The application was presented to Mayor, Council Members, Police Chief, Construction Official, Planning/Zoning Board, Board of Health and Borough Attorney and their responses were favorable.

An ad was in the 11/27/09 Home News Tribune by Clearwater Village advertising the public hearing for December 7, 2009.

ORDINANCE 18-2009

BOND ORDINANCE AMENDING IN ITS ENTIRETY BOND ORDINANCE NO. 10-2007, ADOPTED JULY 9, 2007, AS AMENDED BY BOND ORDINANCE NO. 2008-13 ADOPTED AUGUST 11, 2008 AND ENTITLED: “BOND ORDINANCE PROVIDING FOR ROAD IMPROVEMENTS IN THE BOROUGH OF SPOTSWOOD, APPROPRIATING $1,400,000 THEREFORE AND AUTHORIZING THE ISSUANCE OF $826,500 OF BONDS AND NOTES OF THE BOROUGH FOR FINANCING PART OF THE COST FOR THE IMPROVEMENTS AUTHORIZED TO BE UNDERTAKEN IN AND BY THE BOROUGH OF SPOTSWOOD, IN THE COUNTY OF MIDDLESEX, NEW JERSEY” TO INCREASE THE TOTAL APPROPRIATION TO $1,700,000, TO AMEND THE PROJECT DESCRIPTION AND TO MAKE SUCH OTHER CHANGES FOR THE IMPROVEMENTS AUTHORIZED TO BE UNDERTAKEN IN AND BY THE BOROUGH OF SPOTSWOOD, IN THE COUNTY OF MIDDLESEX, NEW JERSEY.

2009-161 Borough Council authorize the CFO to reimburse duplicate tax payment for the 4th quarter for property known as Block 94.1, Lot 16.8 to Wells Fargo Real Estate Tax Services, LLC in the amount of $2839.77.

2009-162 Borough Council authorize the CFO to reimburse duplicate tax payment for the 4th quarter for property known as Block 111.2, Lot 4 to First American Tax Service in the amount of $1550.06.

2009-163 Borough Council authorize the release of performance bond with Mattcal Investments, LLC by letter dated 11/12/09 from CME subject to a 2 year maintenance bond in the amount of $8464.68 be in place and all outstanding engineering inspection fees and Borough fees are paid.

2009-164 Borough Council authorize the Tax Collector to refund $250.00 to property owner of Block 109.4, Lot 2 for a Senior Citizen Deduction as authorized by Tax Assessor of the Borough of Spotswood.

2009-165 Resolution authorizing the combination of several bond ordinances for various general improvements and water and sewer utility purposes and authorizing the combined sale and issuance of bond anticipation notes, in an aggregate amount not to exceed $2,100,000 of the Borough of Spotswood.

2009-166 Borough Council authorize the Municipal Clerk to refund $25.00 for a taxicab drivers license application due to the fact that the applicant does not hold a New Jersey Drivers License.

2009-167 Mayor and Borough Clerk are authorized to enter into an interlocal service agreement with the County of Middlesex for the purpose of the Borough obtaining Public Health Services from the County for the years 2010 and 2011.

2009-168 Borough Council authorize the CFO to pay the sum of $12,464.93 for the redemption of tax certificate to property owners of Block 6, Lot 12.

2009-169 Professional Service resolution with CME for the purpose of preparing engineering services and bid specs for the purchase of a new garbage truck and authorize the Borough Clerk to advertise for bids not to exceed $2660.00.

2009-170 Professional Service resolution with CME for the purpose of preparing engineering services and bid specs for the purpose of installation of A.D.A. compliant ramps at various locations in the Borough and authorize the Borough Clerk to advertise for bids not to exceed $5,690.00.

2009-171 Borough Council authorize the CFO to draw checks for the firefighters for the 2009 clothing allowance.

2009-172 Authorize the renewal of 2010 kennel services with Sayreville Pet Adoption Center and the Borough of Spotswood in the amount of $200.00 per month.

2009-173 Authorize the renewal of 2010 veterinary Services with Sayrebrook Veterinary Hospital and the Borough of Spotswood.

2009-174 Borough Council award snow removal to Above The Mark Landscaping & Hardscapes, of Jamesburg, NJ who was the lowest and most responsible quote for said services for the year 2010.

2009-175 Borough Council accept the agenda meeting dates set forth for the year 2010.

2009-176 Appropriation transfers within the 2009 Budget during the last two months of the year.

2009-177 Senior Citizen Deduction in the amount of $250.00 granted by Tax Assessor and council authorize Tax collector to refund to property owners for property known as Block 92, Lot 57.

2009-178 Borough Council authorize the renewal of 2010 Mobile Home Park License subject to the condition that Clearwater Village LLC will continue to comply with all Borough Ordinances now in existence as they may be amended or supplemented or deleted with the calendar year 2009/2010.
