PROCLAMATION
WHEREAS, Congratulations are in order for Department of Public Works employee Keith Folies for his quick action in saving a resident from imminent danger when he responded to a vehicle that veered off the road into the Manalapan Brook; and
WHEREAS, on April 16, 2007 a catastrophe was avoided because of the quick response demonstrated by Keith Folies who, with real concern for another and disregard for his own safety, jumped into the Manalapan Brook in an attempt to remove a passenger from his vehicle; and
WHEREAS, When Keith Foiles reached the partially submerged vehicle, he positioned himself inside and attempted to open the doors to free the passenger, but because of the rising water and swift current, he could not get the doors open. Keith Foiles stayed with the passenger until Patrolmen Scott Hoover and John Fedak arrived at the scene. They broke out the rear window and together quickly removed the incoherent passenger; and
WHEREAS, this courageous action in averting what could have been a tragic loss to family, friends, and the Borough of Spotswood was an act of heroism, which deserves special recognition; and Keith Foiles was awarded the Spotswood Police Department's "Civilian Service Medal".
NOW, THEREFORE BE IT RESOLVED, that I Barry H. Zagnit, Mayor of the Borough of Spotswood, on behalf of the entire Borough Council and all the citizens do hereby recognize Keith Folies for his courageous action and exceptional service to the Borough of Spotswood and the Spotswood Police Department.
